Abstract:

The report aims to review three cases of standardization and localization of learning object metadata by the Metadata Architecture and Application Team (MAAT) of the National Digital Archives Program (NDAP) . The first is the Education to e-Learning (EtoE) case which aims to develop a core set of metadata elements for K9 e-learning resources based on a case study of EtoE Project under auspice of the Ministry of Education in Taiwan. Eventually, a set of 53 metadata elements has been developed as a LOM-based application profile for Taiwan K9 e-learning resources, and two guidelines are also produced for metadata system implementation and cataloguing. The second is the development of TWLOM as the national standard of learning object metadata for the Bureau of Standards, Metrology and Inspection, which is based on the IEEE LOM and SCORM. The third is the best practice of TWLOM applying in public sector, Cultural Affairs, School of E-learning (CASP), from Council for Cultural Affairs. The show case demonstrates how an online course could be decomposed into Asset, SCO and CA, and how the different granularity of a course with individual metadata can be a portable or interoperable material through the content packaging.
