Kuo-Young Cheng received a B.S. in electrical engineering from National Taiwan University in 1964 and an M.S. in electrical engineering from North Dakota University, Fargo in 1967. He received a Ph.D. in applied mathematics from the State University of New York at Stony Brook in 1972. He joined the Institute of Information Science in 1978, and has been a research fellow since 1979.
