I am pleased to announce that Efficient XML Interchange (EXI) Format  
1.0 has been published as a W3C Recommendation:

   Efficient XML Interchange (EXI) Format 1.0

The Efficient XML Interchange Format (EXI) is an XML-aware compression  
format. It can take advantage of XML Schema information, and, unlike  
generic compression systems such as gzip, starts out with knowledge of  
XML.  EXI is already seeing adoption in communications between small  
devices, and is also being used for large datasets in the sciences, as  
well as for general XML and Web usage.  Most applications do not need  
to be changed in order o benefit from EXI.

All Members except one who responded to the Call for Review [1] of the  
document supported the publication as-is of this specification as a  
W3C Recommendation. There was one request for editorial changes to the  
references, which were accepted where possible.

In addition, the EXI test suite has been made public from the Working  
Group page [2].

Please join us in congratulating the Efficient XML Interchange Working  
Group [2] for their achievement.

Disposition of Comments
------------------------

One reviewer requested an update to references to ISO 10646, XML  
Names, Relax NG ISO/IEF 1957-2:2008 and SOAP. Of these, ISO 10646 was  
not yet final at the time of publication of this Recommendation, but  
the other changes
were checked and did not affect the format, and so were accepted.

The same commenter also asked about the Primer; work on this document  
and on a public FAQ are active and ongoing.

Overall, the W3C Advisory Committee showed strong support for this  
specification to be published as a W3C Recommendation.

Abstract
--------

This document is the specification of the Efficient XML Interchange  
(EXI) format. EXI is a very compact representation for the Extensible  
Markup Language (XML) Information Set that is intended to  
simultaneously optimize performance and the utilization of  
computational resources. The EXI format uses a hybrid approach drawn  
from the information and formal language theories, plus practical  
techniques verified by measurements, for entropy encoding XML  
information. Using a relatively simple algorithm, which is amenable to  
fast and compact implementation, and a small set of datatype  
representations, it reliably produces efficient encoding of XML event  
streams. The grammar production system and format definition of EXI  
are presented.
